Driver Killed In Wrong-Way, Head-On I-695 Crash In Baltimore County, State Police Say

One person was killed by an allegedly intoxicated driver on I-695 in a wrong-way crash in Baltimore County on Thursday morning, state police say.

Hyattsville resident John Quame De Love, 64, has been identified by investigators as the person killed in a crash involving Liluram Paudel, 34, who was reportedly driving east in the westbound lanes of the interstate.

The crash was reported at around 2:40 a.m. on Aug. 1 near Stevenson Road.

De Love, the only person in his Chevy Malibu, was pronounced dead at the scene by paramedics. The Nottingham resident and a passenger, Kashiram Khatri, 34, who was in Paudel's Toyota Corolla were both taken to Sinai Hospital for treatment of undisclosed injuries.

According to state police, investigators believe that Paudel was in the opposite lanes when De Love was struck head-on. It is believed the Toyota got onto the beltway near Reisterstown Road.

The crash and subsequent investigation shut down all lanes on the Outer Loop for several hours. Charges are pending on Thursday afternoon.

It remains under investigation.
